Traditionally, general use antibiotics and other veterinary drugs were available for sale at American feedstores as a means of reducing veterinary cost overhead for farmers and other animal-keeping members of the public. Note that the new rule — going into effect next month — was put into place by the FDA without any input from legislative bodies — pretty much the same private administrative route of action followed since the 1970s by the EPA, DOI, USFS, and BLM on other agencies in rule-making with strong negative economic impacts: https://pjmedia.com/columns/megan-fox/2023/05/26/fda-bans-farmers-from-caring-for-their-own-animals-without-costly-vet-approval-n1698371.
